Shrubby Cinquefoil, Potentilla fruticosa
Many of these low-growing shrubs have been planted in the vicinity of the Water Department buildings. In addition to the typical yellow flowering type, some near the path have white flowers. Cinquefoils are members of the Rose family (Rosaceae), that includes apples, cherries, almonds, strawberries, avens, and about 3000 other species.
